A Citizen's Testimony: A short course in understanding the issues

A citizen, Lisa Linowes, from New Hampshire testifies for the House Science and Technology Committee on NH Bill 1568

Here are excerpts from that testimony.

Less than 2 years ago, I was like most people. I supported renewable energy of any form, and gave little consideration to the downsides.  Since then, an industrial wind company proposed a 30-MW, 20 tower facility to be erected atop Gardner Mountain in Lyman , NH. My family, friends, neighbors, and colleagues were all treated to a crash course in wind technology.

• Current assumption #1: Wind energy can address the pending energy crisis facing New England.

• Contradicting factors: The New Jersey Blue Panel Interim report on offshore wind, November 2005, Page 5, states: “New Jersey’s energy needs are substantial and growing. Wind cannot provide “base load” power needed to meet every day energy demands.” “Wind cannot contribute to the base load because wind is intermittent.”)  http://www.njwindpanel.org/

• Current assumption #2: Through conversion to wind energy, New England would see marked reductions in emissions and independence from fossil fuels.
 
• Contradicting factors: Wind energy will make a difference in emissions only to the extent to which traditional energy facilities are backed down, or turned off, while the turbines are generating electricity. E.ON Netz GmbH, the largest grid operator in Germany, and the largest manager of wind facilities than any other operator, had this to say in their Wind Report 2005: “Wind energy cannot replace conventional power stations to any significant degree.” “The more wind power capacity is in the grid, the lower the percentage of traditional generation it can replace.” Also, due to rapid, short-lived fluctuations in wind (wind gusts), wind energy causes other facilities on the grid to operate less efficiently, thus less clean.

• Current Assumption #3: Wind energy facilities provide local jobs.

• Contradicting factors: Based on existing practices in PA, NY, WV, and elsewhere, local people are hired to clear for roads, land preparation, and security during the construction phase. Many of the workers hired to assemble the turbines on-site come from Europe. In any event, these are temporary jobs. When a site is on-line, it is usually unmanned. A wind firm may retain 2-3 employees for security.

• Current Assumption #4: Wind facilities offer steady tax revenue to rural communities.
 
• Contradicting factors: Throughout the US, state governments have dramatically reduced and in some cases (KS and PA) eliminated taxation on wind turbines as an incentive to develop renewable energy. Wind companies have promoted tax incentives to cash-poor communities all over New England, all the while lobbying the legislatures hard for pilot agreements or and other special considerations which translate into less dollars for communities.

• Current Assumption #5: Wind turbines are good neighbors and produce no noise or other nuisances.

• Contradicting factors: The sound report for the 400-foot tall, 2.0 MW towers proposed for Lempster Mountain gives a decibel level at 105 dB(A).

• Current Assumption #6: Wind energy facilities are carefully sited and, with a few exceptions, have proven harmless to avian life (birds and bats).

• Contradicting factors: The GAO report released in September 2005 found “Several gaps exist in research on wind power facility impacts on wildlife. Relatively few post construction-monitoring studies have been conducted and made publicly available. It appears that many wind power facilities and geographic areas in the US have not been studied at all”. http://www.gao.gov/new.items/d05906.pdf

 

In closing: The proposed industrial sites here in New Hampshire are slated for our most rural areas. The communities targeted are typically cash-poor, some with no zoning, many with only limited ordinances in place, and none that have dealt with large-scale development. All of us are struggling with the assumptions and the seeming contradicting factors. I ask this committee to recommend this bill to the legislature so we can begin to look past the assumptions and get the facts.

Interesting. CapeCodToday should consider sending a good investigative reporter back to Denmark. They sent Jack Coleman over there last year. He apparently spent more time sightseeing than he spent investigating.

Magical...after reviewing the GAO 2005 report I got the impression that research on avian mortality in a major migratory flyway is in it's infancy.

Also, will this site be regulated with Federal or State regs. re birds and other wildlife? I am up on fishery regs but could use your help.

You are right on. Apparently the technology on the wind turbines has advanced so much that their able to generate more electricity with less wind mills.

In addition, there replacing older units with fewer higher output units producing more energy.

Isn't that wonderful? As the technology advances we can remove the older units.
Apparently some of this overcapacity you've mentioned is due to this advancement. Wind looks like a wonderful alternative!

Maverick you are correct it is in its infancy. But yes they would have to comply with regs affecting federally and state protected wildlife. All of our native birds are protected by the migratory treaty act. It is illegal to 'take' (dead or alive even injured) any federally protected species without a permit. Taking includes intentional and nonintentional. If Cape Wind kills federally protected species they could be subject to fines and/or imprisonment. But the laws need to be enforced. with a controversial project like this my hope is if it does get guilt that it will be closely monitored... even if it means setting up huge nets under the turbines to catch deat birds before they are consumed by predators and the sea.

Small and old wind turbines was replaced by few, large ones. All in all 1,300 turbines with a capacity of 100 MW was replaced by 300 turbines with a capacity of 300 MW.



The number of wind turbines will continue to fall over the next years with the introduction of a new repowering scheme. This will contribute to sanitate the landscape and still increase the overall capacity.

The Migratory Bird Treaty Act (16 U.S.C. 703-712) prohibits the taking, killing, possession, transportation, and importation of migratory birds, their eggs, parts, and nests, except when specifically authorized by the Department of the Interior. While the Act has no provision for allowing an unauthorized take, it must be recognized that some birds may be killed at structures such as wind turbines even if all reasonable measures to avoid it are implemented.

Information I have passed along is from my education & learning about the elecrical distribution industry over the last 5 years as my interest and knowledge of the project has grown.

In a previous post I noted that I grew up boating / sailing Hyannis & Nantucket Sound. I have owned anything from a 12' Beetle cat to a 40' trawler type power boat to a 62' cutter that I am trying to find an unsuspecting soul to take off my hands before I save you the trouble and do myself in!

The only other of the "gang" that I am aware of that came is Jack Coleman. I do not know who else is on this or most any blogs.

Jack is also extreemly knowledgeable about not only the wind farm but has tremendous insight into the foreign oil/gas debacle we are faced with. He is one of the most well educated and well read individuals I have met. Obviously, I happen to think he is funny. His tolerance for nonsence, lies, and distortion is about the same as mine. Nil.

I live on Cape Cod, I fish, I go to the beach. I am concerened. I weight that concern with toxins coming from the canal electric plant in my back yard. I weigh that concern with bad air quality in Truro being affected by power plants in the mid west. I'm concerened about storage of Nuclear waste over the bridge in Plymouth.

Magical was instrumental in getting rid of 2 types of toxins that effect birds. I can't be concerned about the fore mentioned pollutants that may affect me and my family.

Anyone that's willing to give up their living as you suggest gets my attention. Please guide me toward topics of your concern and I will explore them.

Some of the most pristine lakes that I trout fished up north have been decimated by acid rain. Not just the trout but the entire ecological system. I am not debating that premise. My concern is simply "Cape Wind" will never solve that problem. The solution lies with conservation and research to provide the "real" solution to the problem.

Before we decimate "Nantucket Sound" please give research a chance. We will survive our near term mistakes. Please help me and the other good folks from making a long term mistake.

Point of fact is that, while an ardent supporter of Cape Wind, I have consistently stated, in the several blogs related to the subject, that there have been many good questions raised regarding the project, and that they should be answered before the permit is acted on. I have also stated that if the data proves out that it is, in fact, not the right project in the right place, we should certainly accept that conclusion and move on. I have never once suggested that this project should be permitted as is. There are many more intelligent individuals that have asked much smarter questions than I am able to do so, having a full time job in another field. All I have ever asked is that opponents keep an open mind, and when they don't, I am direct in pointing that out. And by the way, if you accepted the delay instead of the halt, you could keep your business, because that is what is happening now.

Solar requires a much larger footprint and "occupation" of territory than does wind. I'm not trying to be a naysayer for solar, but its use does seem to pose more of a threat to birds than does the windmill. Of course, this is only my opinion, as I have not studied it enough to present it as fact.
