Gov. Deval Patrick was in New Bedford Wednesday getting South Coast residents all excited about the prospect of commuter rail service to Boston.  Of course, no funding source has been identified for the estimated $1.4 billion it will cost to build the new line connecting New Bedford and Fall River with South Station; and the completion date is optimistically scheduled for 2016. As to how many might be willing to spend two hours or more each day riding the rails from beyond Cape Cod to Boston and back, is anyone's guess.

BOSTON — Will they call it the money train to the SouthCoast?  Sen. Joan M. Menard, D-Fall River, and Rep. Stephen R. Canessa, D-New Bedford, want Gov. Deval Patrick to consider a casino stop in his $1.4 billion plan to extend commuter rail to Fall River and New Bedford.  Gov. Patrick unveiled a plan Wednesday to bring rail to the two SouthCoast cities by 2016. He also has formed a study group in his Cabinet on the pros and cons of allowing casino gambling in Massachusetts.

"By thinking and planning for both projects simultaneously, we could witness one of the most successful tourist destinations in all of Massachusetts, and possibly even all of New England," the two legislators wrote in a letter to the governor.  "We can envision a resort-style, expanded gaming facility in Southeastern Massachusetts that is accessible by commuter rail and public transportation," the lawmakers wrote. Thee U-S Naval Undersea Warfare Center in Rhode Island is partnering with the University of Rhode Island and Woods Hole Oceanographic Institution in hopes of developing more useful naval technology.  Among the initiatives they'll be exploring is the possibility of an undersea network which could be used in the nation's coastal defenses.

They'll also be joining with several other institutions and businesses like M-I-T and Electric Boat in an effort to educate a new generation of scientists.The Center of Excellence in Undersea Technology at U-R-I is the first of its kind in the country.

More than a dozen other university and industry partners will join URI and NUWC at the center, the officials said. The academic partners include the University of Southern California, North Carolina A&T State University, the University of Massachusetts-Dartmouth and UMass-Boston. Charged with concealing hundreds of thousands of dollars of taxable income


BOSTON - A father and son from Centerville were charged today in federal court with tax fraud.  United States Attorney Michael J. Sullivan and Douglas A. Bricker, Special Agent in Charge of the U.S. Internal Revenue Service, Criminal Investigation, announced today that Steven R. Belanger, 40, and, Robert. Belanger, 60, both of Old Stage Road,  Centerville, Massachusetts, were charged in a Superseding Indictment with conspiring to defraud the United States, and attempting to impair and impede the due administration of the tax laws. Robert. Belanger was first indicted in this matter on April 5, 2006. Today Belanger's son,  Steven Belanger, was added to the indictment.

The Superseding Indictment alleges that, during all relevant periods, Steven R. Belanger and Robert. Belanger owned and operated Number One Foundations, a concrete foundation business that primarily serves commercial and residential customers on Cape Cod. It is alleged that Steven R. Belanger and Robert. Belanger systematically concealed hundreds of thousands of dollars of taxable income and profits they earned from their business.

According to the Superseding Indictment, among other things, Steven R. Belanger and Robert. Belanger arranged for the purchase of hundreds of thousands of dollars in treasurer's checks to prevent detection of their fraudulent scheme, structured the treasurer's checks to avoid the preparation and filing of Currency Transaction Reports, and understated the gross business receipts of Number One Foundations in their personal tax eturns filed with the IRS for calendar years 1999 and 2000.

If convicted, the defendants each face up to 5 years imprisonment, to be followed by 3 years of supervised release, and a $250,000 fine on the conspiracy charge. They each face up to 3 years imprisonment, to be followed by 1 year of supervised release, and $250,000 fine on the charge of attempting to impair the administration of the tax laws.
