The tribes' claim seems unsupportable

New York Times November 2, 2009
Editorial
Cape Wind

The tribes' claim seems unsupportable. "Traditional cultural properties" tend to be defined areas - a ceremonial burial ground, for instance - not a huge, unenclosed portion of the ocean.

After eight years of arduous state and federal environmental reviews, the promoters of Cape Wind, a wind energy project off the Massachusetts coast, had every reason to believe that they were home free. Then the Wampanoag tribes asked the Interior Department to declare all of Nantucket Sound, where the 130 wind turbines would be built, a "traditional cultural property" and, they hoped, block construction.

Tribal officials say their culture requires them to greet the sunrise each day and that this ritual requires unobstructed views. Their claim should be rejected by the responsible federal and state officials. Another round of bureaucratic reviews would drag out an approval process that has gone on much too long and give opponents time to find some other way to derail the effort.

The tribes' claim seems unsupportable. "Traditional cultural properties" tend to be defined areas - a ceremonial burial ground, for instance - not a huge, unenclosed portion of the ocean. Awarding Nantucket Bay such status could cast a legal shadow over a host of other activities, including shipping and commercial fishing.

The alliance includes many local people but has been largely underwritten by wealthy homeowners.

There is also evidence that the tribes have been working hand-in-glove with the project's main opposition group, the Alliance to Protect Nantucket Sound. The alliance includes many local people but has been largely underwritten by wealthy homeowners from Nantucket, Martha's Vineyard and Cape Cod who hate the idea of having 440-foot windmills on the horizon.

The Minerals Management Service, the agency overseeing the approval process, believes that the claims are bogus. But still to be heard from is Brona Simon, the state's historic preservation officer. If she agrees with the service - and she should - then the matter goes to Interior Secretary Ken Salazar. If she does not, then it goes to the National Park Service for further review and then to Mr. Salazar.

One way or the other,
Mr. Salazar should approve the project.

One way or the other, Mr. Salazar should approve the project. Cape Wind is supported by the Massachusetts government and the great majority of its citizens, who see it as a clean alternative to the power plants that contribute to global warming. Rejecting, even delaying it, would send a dispiriting message to other developers who are further behind Cape Wind.

In Europe, wind farms are a familiar sight. If this country is going to do its part to address climate change, they must become more common, and welcome, here.

Gordon should hook it up with the Wampas, against the common enemy of The Man. They should then seek to build offshore windmill casinos.

Will you please stop with climate change as caused by man, that has run it's course. All the wise men who profess to be 'experts' on climate, fail to recognize the Earth's natural processes that have been happening since the Earth began. Look it up, it's all out there.......

So don't call it climate change...call it what it is: dirty disgusting pollution.
Mountain top removal, sludge and chemicals in drinking water, and filthy air to breathe are not Earth's natural processes.
Who needs the excuse of Global Warming?
Plain old pollution is bad enough.

Choking on what? Fossil fuel pollution?

Cape Wind is not going to alter that in the least.

Are you suggesting that native Americans who lived and died here long before we stole their land aren't entitled to their own beliefs?

Unless I've forgotten my 5th grade science, the sun rises in the east right? So, for Cape Wind to interrupt an Indian's first light ceremony he/she would have be in a place where the turbines are due east.

Well, check out this map of Cape Wind:
http://offshorewind.net/Images/CapeWind/Map.jpg

The turbines are due South of Cape Cod so I hope we don't hear any Mashpee Indians talking about 1st light.

As for the Indians on the Vineyard, it looks like they'll only have turbines due east of them if they choose to view from East Chop. A tiny part of the Vineyard shoreline has turbines due East.

This has obviously been trumped up to bring Cape Wind down with the aid of the Alliance.

Dk,

Check those maps again and look for 'Popponesset Beach' in Mashpee. Do you think that area would NOT provide a clear view of Cape Wind's industrial site?

...and btw, have you heard of the Chappaquiddick Wampanoag Tribe?

Too late. You and dk are beyond saving.

I spend my life on the ocean discerning north, south, east and west. And I come to a blog and have to listen/read from dk about where the sun rises and sets.

I love Cape Cod.

It's the bloggers that make me puke!

Well Maverick,

I know that this is normally beyond you, please tell me where I'm wrong. For an example, read Ned's post.

Care to take a stab at telling me where I'm wrong? Or is that still too tough for you?

OK Neil,

I think my mistake is in looking just at the prevailing direction of a coastline. In Mashpee, that means East-West meaning that looking to see from a Mashpee beach normally means looking South. I don't know Poppanesset Beach in detail, but - since the shore is irregular - it could be oriented in such a way that the view is East - toward the sun.

Hey, it's nice to get a comment from someone who can provide something useful. That's rare.

Unlike bitter and the rest, thank you, sir, for your service to our great nation, not the government.

This current group is a fine example of
intolerance and demeanor.
At least we can laugh at them,as they have no sense of humor,no pride in this nation, and take themselves as the only right way of discerning the world.
They demean,as their almighty political leaders do,our country, constitution, the people, and all who question their opinions and relegate every one who digresses as a the opposition /the enemy.
It is time to reciprocrate the gesture...

remember, they despise
the second ammendment.
It is unfortunate that now, unlike the past, disagreements can not be settled with a duel.
We now need the likes of Richard to settle an argument?..ughhh.
No wonder the nation is a disaster.

God Bless Our Soldiers!
Long live the oathkeepers.

It's not my country I have a problem with,it's all the residents in DC,and their lemmings here, and across this country, who follow them without question, with blind allegiance.

dk, as I explained to the "apparently confused" Editor in another thread when he stated “Compass confuses Tribes; Apparently think Mashpee faces east rather than south”

Popponessett Beach runs primarily north/south, and at any point you could look due east, along the 41’30” N parallel, all the way to Monomy if you have the elevation.

South Beach (now this is the big clue), is at the "southern" tip of Great Neck in Mashpee and at its perigee the sun only reaches 23’30” N so an “unblocked view of the sunrise” would be in an east/southeasterly direction.

And mav, Happy Veterans Day!

Sorry possee, facts unfortunately do seem to put a bit of a damper on the debate here.

I should have added that our sun does indeed rise due east at times, if you happen to live between the Tropic of Cancer and the Tropic of Capricorn, an area which is not even remotely near Cape Cod.
