Answers to some of Cape Wind's Pesky and Misleading Promises
Magical interviews science editor and writer Eric Rosenbloom for answer to some of Cape Wind's pesky and misleading promises.
ME: When asked how much electricity Cape Wind will provide Cape Wind's response is:
"Cape Wind will be rated to produce up to 468 megawatts of wind power as each wind turbine will produce up to 3.6 megawatts. Maximum expected production will be 454 megawatts. Average expected production will be 170 megawatts which is almost 75% of the 230 megawatt average electricity demand for Cape Cod and the Islands of Martha’s Vineyard and Nantucket."
ER: "It is all based on the misrepresentation of 'average' as 'typical'. (Not to mention the assumption that the turbines will work at all -- the record for offshore facilities is not good.)
Because generation falls off eightfold for every halving of the wind speed, production at or above the average rate is seen only about a third of the time, so it is obviously impossible for the turbines to provide 75% of the Cape's electricity. Further, the times when they are producing will coincide with actual demand only by chance.
And then, because the wind can drop again at any moment, the effect of significant production is only to ramp another plant down or switch it to standby, in which state it still burns fuel. Several studies have concluded that such use of those plants adds to cost and inefficiency.
ME: Cape Wind tells the citizens of Cape Cod and The Islands that:
*Power goes right into local grid, reducing need of 'dirty plants'" "The wind power will go into the Cape Cod grid at the Barnstable insertion point. But by the laws of physics, that power will be expended first on the Cape and Islands unless the wind farm is generating more than is consumed on the Cape and Islands."
ME: Would explain how the grid works and how it applies to Cape Wind's claims?
ER: Yes, the description of where the excitement of electrons goes is accurate. I find it useful to think of electricity like water. Picture the grid as a system of inspouts and outspigots where the pressure has to be kept constant. That is, as more spigots are opened more inspouts have to be opened. Or if some of the inspouts open only when the wind rises, other inspouts have to be closed when that happens so the pipes don't burst. The New England grid is actually called a "pool." All of the excitement can go anywhere in the pool, but if your spigot is close to an open inspout that's the stuff you're likely to get.
Now imagine that the pumps on most of the inspouts are powered by coal or natural gas fueled engines that need a while to warm up before the can start pumping. This is akin to most thermal electricity plants, which may need hours, days even, to get going. When the wind-powered pumps kick in, the fossil fueled pumps have to correspondingly stop. But since the wind-powered pumps may cut off again at any moment, it would be foolish to cut off the fossil fueled engines altogether. Instead, they keep burning their fuel so that they stay "warmed up."
In short, it is one thing to say that Cape Wind will provide electricity, thus displacing electricity from other sources. It is quite another to say that Cape Wind will cause those other sources to use less fuel. Thus they completely misrepresent the possibility of displace emissions, basing it on reduced generation but not on actual reduced fuel use.
ME: When asked How would Cape Wind impact electricity prices? Cape Wind replies:
"Cape Wind will help to stabilize and even reduce the price of electricity. Cape Wind will do this in 3 ways:
1) Cape Wind will reduce the clearing price for electricity in the New England spot market by reducing operations of the regions most expensive power plants, this will reduce electricity prices in New England by 25 million dollars per year 2) Cape Wind will reduce the implementation costs of the Renewable Portfolio Standard to Massachusetts electricity consumers by increasing the supply of renewable energy certificates. 3) Cape Wind will pursue long-term power contract(s) that will lock-in a fixed price for electricity for a term of ten or more years. This would provide electricity consumers purchasing Cape Wind energy with far greater electric Price stability and price certainty than is typically available.
"Cape Wind would like to sell most of its electricity in long term price contract(s) to the organizations that sell electricity to consumers on Cape Cod and the Islands of Martha’s Vineyard and Nantucket. In a competitive electric market place, consumers can choose their electric supplier. Cape Wind will provide consumers with superior value."
ER: Point 1 of the effect on electricity prices is pure wishful thinking. Cape Wind can fix a long-term competitive price because two-thirds of its capital costs are aid for by federal taxpayers. Note in point 3 that ten years "or more" is noted. The production tax credit applies for only ten years. The benefit of accelerated depreciation is used up in six.
Unfortunately, if utilities actually try to rely on such an intermittent and variable source, they will find themselves using the spot market more, paying the highest prices possible. *That's why Denmark has the highest electricity costs in Europe.
One way the wind developers get around that is to cut utilities in on some of the lucrative profits from "renewables certificates," which are "generated" in addition to actual energy. So point 2 is correct -- since RPS requirements also provide a way to buy yourself out of them, and that is big wind's main purpose, not providing energy but rather a means of not cutting emissions.
ME: Thank you Eric for your time, consideration and for setting the record straight. It is most appreciated.
*In closing, I would like to add that not only do the citizens of Denmark pay the highest electricity prices in the world but Greenhouse gas emissions in Denmark rose 6.2% in 2003 (National Environmental Research Institute).
The facts make the following additional Cape Wind claims down-right outrageous:
That equivalent amount of energy displaced by backing off fossil fueled generators will eliminate criteria pollutants in the New England region consisting of approximately 360 tons of particulate matter 2,400 tons of sulfur oxides, 800 tons of nitrogen oxides, and an astounding 1,000,000 tons of carbon dioxide, for every year of operation, and The reduction of criteria pollutants offset by wind power will statistically eliminate in the New England region approximately 12 to 15 premature deaths every year, 20 cases of bronchitis, 200 emergency room visits, 5,000 asthma attacks, and 35,000 cases of daily upper respiratory symptoms and other related afflictions according to an extrapolation of data in a recent Harvard School of Public Heath report on power plant emissions. The monetary value of these health effect reductions using the EPA valuation of a premature death and associated health care cost data from the Harvard report amount to savings of approximately $53 million dollars every year. The dramatic reduction of the offset in carbon dioxide will take a positive step in reducing climate change and the impact of rising sea levels and dramatic changes in global weather patterns, and The reduction in nitrogen oxides will abate the ozone air quality indicator for Barnstable County, currently the worst county in the commonwealth as well as in the Cape Cod National Seashore which is among the worst parks in the nation for ozone and sulfate air quality indicators thus improving health, recreation, and visibility...

When I joined the debate my concern was for Nantucket Sound. The dialog I encountered on this blog in January was as angry, venomous and pedantic as anything I have written. I did not hear a peep from anyone as the Cape Wind gang pigpiled on Magical and Barbara.
I have not received an answer regarding the draft of the barges to be used in construction despite numerous requests to everyone including Cape Wind.
The imortance of this point is simply selective cable laying vs the total dredging of roughly 24 sq. miles and the resulting environmental damage from Woods Hole to P'town.
As I leave this debate I am even more concerned for the Sound than ever. And fully aware that this project is more about money for the owners of Cape Wind than cheaper clean energy for Cape Cod.
Had I known at the start that CCT was a marketing arm for CW I would have found a different medium. Having been enlightened I am leaving to find an honest source of information.

When you consider the size of the individual turbines and blades; and the mining and processing of the steel used in the manufacturing; and the transport by helicopter and ship traffic and pile driving; and the continuous back up energy requirements; and fabrication and transport; actual construction; and maintenance; I would imagine the costs far exceed the benefits of intermittent wind energy capture.

A third form of Forum Spamming is where a person repeatedly posts about a certain subject in a manner that is unwanted by (and possibly annoying to) the general population of the forum. Lastly there is also the case where a person posts messages soley for the purpose of increasing his or her ranking on the forum. In a broader sense, advertising on forums where it is not wanted is known as spamming and is generally seen as an annoyance." I think that Deval Patrick is a rapscallion for claiming that he has researched the Cape Wind proposal, while simultaneously stating that it would be the first commercial wind farm in the US.
Deval’s enthusiastic embrace of this new technology is transparently self-serving. He’s demonstrated his willingness to trade the public interest for a voting block.
Externally, he’s prettier than the other candidates, but I hope that voters will choose the Cracker Jacks instead of the empty box.

Those who enter this fray elect to do so under the terms and rules imposed by the house. The rules are arbitrary as they serve the purpose of the owners. If the NYT handbook on Ethical Journalism is in the Cape Cod Today office, it is covered by an inch thick layer of dust. The Blog, much like public urinal walls, is the wrong place to hunt for news that is objective. Of course, there’s always room for improvement at Cape Cod Today as well as at the Boston Globe. The bar should be set higher at the Globe than at CCT as Globe staffers are required, (in theory), to comply with the rules of ethical journalism. The rules here are the rules of the house, and we can either live with them or elect to withdraw. I’m not providing an endorsement of the actions or deeds of CCT’s staffers. “It is what it is,” as the saying goes, and our hosts in this forum are calling the shots because they can.

The lack of public awareness is, to me, the greatest problem presented by Cape Wind. The insightful JFK quote addresses the brief attention span we’re dealing with. The technical aspects of this project are sleep inducing to most people. Cape Wind would, according to proponents' claims, reverse global warming, spare the lives of our servicemen and women, end international conflict over oil, increase Cape and islands’ tourism, attract fish, and cough up nickels to rate payers.
Jim Gordon reminds me of a "Parrot Head,” signing, “Don’t Worry, Be Happy.” Of course, Jim would be very happy behind the wheel barrow of cash due payable by the public for his private enterprise IF this project is permitted. The reality is that the nickels that the public perceives that Cape Wind would generate would actually fall into the public debt column. What’s a few more $Billion due payable by the American public if it would keep Jim and investors happy???
I don't see myself as being any more intelligent than the next person. I presume that any person who is willing to acknowledge that Cape Wind presents more questions and concerns than answers and facts would be worried about this proposal. If Cape Wind had nothing to hide, the MMS would have the required oil spill fatality map. If Cape Wind had nothing to hide, they would address the myriad of outstanding issues instead of playing the “clean, green, renewable” tape in response to them.
How true! I work with town boards as a general contractor. The strategists who seek approvals for projects fully recognize that if the process is drawn out, the abutters will fade away. Contractors, engineers and attorneys, who present to the boards, employ this strategy, and wear down the opposition so that they can gain their approvals.
The Cape Wind process promotes apathy and indifference as it has been the “Never Ending Story.”
I was at a ski area on a chair lift this week chatting with a Cape Cod resident about this topic. She is completely against the Cape Wind proposal. She thinks that this boondoggle will happen because Cape Wind will outlast and out maneuver the majority of residents who object to this proposed project.
Perhaps, if residents of the Cape and islands’ are to consider the words, “You only have the power you assert,” they might consider hanging in there as this transfer of our ocean resource by our government to a private developer would be an act of treason.
1. You do not have to be a rich waterfront property owner to oppose the wind farm; most opponents are neither.
2. Jim Gordon does not have to be a monster or a crook for us to oppose his project. Thge wind farm is a bad idea regardless of Gordon's character.
3. Opposing this project does not mean we oppose all wind power efforts; quite the opposite is true for many of us. We just do not want this wind farm in this location.
4. No one has ever told us exactly how much of a rate savings Cape Codders will see in their electric bills due to the wind farm.
5. Even the federal government has agreed, as proven by the substitution of MMS for the Army Corps., that the U.S. A.C.of E. did not conduct a proper review of the project and issued a seriously flawed DEIS.
6. Generally, the unanswered questions outnumber the "facts" as presented by Cape Wind. This IS about our backyard.
Somehow the Corps seems to have missed this minor detail...in the same way that Cape Wind's early posters showing an artist's rendering of the wind farm omitted the 1/2 acre Electric Service Platform standing 100 feet over the water with its own mast for marker lights. The devil is in the details!
Contrary to your claim that "the DEIS makes mention of only one light per tower," here is what the DEIS actually says (Section 5.7.3.2.3) - "Each of the individual WTGs (wind turbine generators) would be lighted at night by two flashing red lights on the nacelle and two flashing amber lights on the lower access platform."
Not surprisingly, you also neglected to mention that the FAA issued a Determination of No Hazard to Air Navigation for the wind farm on April 9, 2003. That's in the DEIS as well - Appendix 5.12-C).
The MMS has stated their position on the incomplete, inaccurate, and frequently misleading DEIS relative to the red flashing lights:
The MMS also elaborates on the "WHO?" outstanding issue regarding responsibility for various aspects of this project that I had earlier mentioned.
"The DEIS should explain why red flashing lights are proposed for the turbines rather than white strobe lights as previously recommended by the FWS."
"The DEIS lacks specific identification of regulatory and enforcement authority and responsibility for many aspects of the project, such as maintenance and operation of equipment, directional drilling activities, cable systems, electrical service platforms, decommissioning."
Perhaps an easier place for proponents of Cape Wind to begin is with a brief description of any task that Cape Wind has performed to the satisfaction of any agency. The never ending list of deficiencies on the part of Cape Wind is just too overwhelming.
What the FAA has not considered in their Determination of No Hazard to Air Navigation is the British experience.
The Senate recently passed a defense bill that calls for our government to study whether the wind towers interfere with military radar.
The Ministry of Defense in Britain evaluates each wind farm proposal on a case-by-case basis. The MOD maintains that the rotation of some turbine blades could mask the signal of small aircraft flying above a wind farm, and could pose a flight hazard.
The moving rotors of wind turbines create clutter and false returns on radar screens which makes detection of aircraft more difficult. Moreover, MOD trials have shown that a Hawk jet flying at heights between 2,000 and 24,000 feet disappears from primary radar when flying over a wind facility.
Disappearing jets, and this wind plant proposal for Nantucket Sound is near a missile defense surveillance system, (yet another pesky detail).
Proponents seem content to ignore the warnings of experienced local boat captains as well.
In Cape Wind We Trust? Why?
I was in error about the lights...partially. the fact remains that each blade will be required to have a light at its tip. the fact also remains that the three municipal airports closest to the wind farm site have challenged the FAA decision through formal appeal. Details, details, details. Are you saying that unl;ike radio transmission towers, cell towers, buildings of certain heights within the landing operations are of an airport are required to have lights at 300 feet above ground but at 426 feet (Tip of blade at apex of rotation) the turbine structures will not? Gordon's original claim, made by Brian Braginton-Smith who was then Director of Development for Cape Wind, was that a new type of light would be used for aircraft safety puurposes and that this light would shine its beam upward only and would only be visible from above the wind farm, not from land or sea. JIM GORDON WAS STANDING AT THE BACK OF THE MATTACHEESE MIDDLE SCHOOL WHEN THIS NONSENSE WAS SPOKEN. I was sitting in the center of the same space. Another Cape Wind claim heard and defeated.

While I have in the past, I wasn't having fun with you when I said that I think that you have a real talent for writing. You're quite imaginative, and an excellent story teller. You string a few benign words and somehow they come to life to form a wry or fresh observation as a child's.

The 3 airports are not only appealing the last decision of the FAA, the last decision was subject to further study by the Ministry of Defense. These MOD reports are now being studied by our Department of Defense at a Mid West university per FAA. The Civil Aviation Authority (CAA), the British FAA, has now implemented a rule that airplanes are to stay at least 5 miles from a wind farm in controlled airspace due to the inability of the controllers to monitor air traffic.
The lighting, specifically 560 lights, that would eclipse the current night view of an ocean area larger than the island of Manhattan, underscore, is offensive to consider. Add to this visual, the audible devices emitting various sounds around the perimeter of an area the size of Manhattan island, and the ‘offensive’ would become the ‘obnoxious.’

Permanent habitat alteration over a 24 square mile area includes driving 130 turbine bases into the sea floor, laying more than 100 miles of cable by jet plowing, and dredging large areas, otherwise too shallow for work boats. The resulting impacts include the mortality of bethnic fauna and juvenile fish, destruction of eggs, and dispersal of juvenile and adult fish and invertabrates. Dispersal leads to fewer spawning and feeding opportunities. Overall, loss of fisheries is a given. Not to mention that this loss of habitat would have profound effects on the abundance and distribution of fish, birds, and mammals.
Don't forget that it is a distinct possibility that there would be a direct closure to fishing boats for security reasons of this Essential Fish Habitat.

1 'average' is a defined scientific term, 'typical' is not. When determining an 'average' you divide the 'actual amount of eletricity produced' by 'maxium rating of the wind turbine', this is called 'capicity factor'
At the Hull turbine thier 'capicity factor' is 39% since inception. (if the wind were blowing at the perfect speed rated for that turbine all the time, it would be 100%) (see hullwind.org)
The CW proposal has an expected capicity factor of 37%, based on a few years of study from a meteorological tower out there.

Additionally, the placement of pilings & bulkeads of private and commercial enterprise only add daily to the demise of all the aquatic life you mention. It is outrageously poisonous forever.
Next... Start looking more closely @ all the nitrogen run off and other pollutants from the population explosion along the shoreline & inland.
