Alleged Harwich Port embezzler built lavish compound in Florida

Jeffrey Windle was supposed to sign off on final project on May 16th

Accused Harwich Port embezzler Jeffrey Windle purchased two adjacent homes in Placida, Florida (an exclusive community in the Sarasota area of Florida) and did extensive renovations, transforming the two stand-alone properties into a luxurious compound, including two indoor pools,  docks and boats on a canal connecting to the Intracoastal waterway.   E & S Family LLC, is a limited liability corporation formed by Jeffrey and Jeannine Windle in 2006, listing its address  as 652 Main Street in Harwich Port.

In 2006, E & S Family LLC purchased a 2100 square f0ot house at 270 Capstan Drive in Placida, FL for $1.28 million.     (Many thanks to a fellow sleuthing mom in the real estate business, whom I have never met,  who dug up this address and passed it along to  me, which gave me a base to find out all the details on the Windles in Florida.)

windle_fla1_copy_720

Then, in June 2007, E & S Family LLC, purchased the  2,334 square foot  property next door for $1,265,000.   Jeffrey Windle then began fairly extensive renovations, as shown in the two before-and-after aerial aerial photographs (accessible to anyone at MSN Live,) including building an addition on to one property, changing the roofs to match, and redesigning  all the landscaping to make the properties have an adjoining driveway.    A Google search of Jeffrey Windle Florida shows his phone number for this property:

Jeffrey Windle   (941) 697-8478   270 Capstan Dr,  Placida, FL 33946

I dialed it and the message said that "This person cannot take this call."  That's because he's in jail ;) All the permitting documents, referred to as "Notice of Commencement" or NOC's, are easily viewable online by visting the Charlotte County website and typing in Windle.    As of Friday,  May 16,   neither of the two daily newspapers in the area had reported anything about Jeffrey Windle's arrest.    I have called 3 of the subcontractors who filed NOC's and told them about Jeffey's arrest.  None of them had heard anything about it and in fact were wondering why they hadn't heard anything  from Jeffrey in awhile (he was arrested May 2).   Two of the other subcontractors had  filed liens prior to Friday  (also accessible on the same website); maybe or maybe not because they knew of Jeffrey's arrest.

windle_2_fla_copy_600

A source I spoke to stated that Jeffrey, who rarely visited the properties, in fact was expected to arrive on Friday, May 16  to sign off on all the paperwork for the completion of all the work on the compound.   Needless to say, Jeffrey did not show up that day, being that he was in federal custody and being held without bail.   Jeffrey told this source that he was planning to spend only 2 t o 3 weeks per year at this place.   Jeffrey had "at least 3 boats" at this compound according to the source.    I alerted the local daily newspaper of Jeffrey's arrest and they are going to report it.  I'm glad to hear this so that the subcontractors who did work on his compound can be informed and file the necessary liens.     The person acting as general contractor for the project is in fact the person who used to own the second house that Jeffrey bought, and has been supervising the project for the last 4 months.    The project has been only very recently completed and is ""quite impressive" according to a source.   Jeannine Windle and the children have reportedly been to the houses for brief periods of time.

Above:  Photos of one of the Windles' Florida houses.

I have stated the facts.  The photographs speak for themselves.    My question is, why did Jeffrey buy these houses and do this renovation?  Was he planning to leave his job in Natick and move his family to the Florida compound?  Was he planning to sell the Florida compound to make a profit (my husband says no, if you wanted to flip the houses you'd never combine two houses, you'd sell them separately--he's right, I think.)  Did he think that Cambium Learning, Inc. (the company he is accused of stealing from) would simply fail to notice the missing millions and that he, Jeannine, and the kids would enjoy a peaceful early retirement in Florida?

Personally, this whole Florida thing takes my breath away and I find it quite unbelievable.  Yet the facts and the photos are there for anyone  to see.    This whole case just gets weirder and weirder.  I can't believe he bought two houses in Florida for a combined $2.5 million with allegedly stolen money.  I can't believe he spent another half million (according to one estimate I heard) making it into a compound with two houses, two pools, and docks for three or four boats.  I can't believe no one down there knew about it until I told them, and I can't believe someone would supposedly steal all this money and then not leave the country before getting caught.   Truth is truly stranger than fiction.

So does all this lovely property go away under a RICO rap or does Jeffrey maintain possession after seven E-Z years at Club Fed? Jeffrey may have mastered The Art Of The Deal after all.

for all of you people out there who seem to have compassion for this family, that's ok but was this family helping anyone, donating to the church instead of stealing from the church, feeding hungry kids or volunteering their time and money for good things? I say no and they were only buying expensive material things that really have no meaning in the grand scheme of things and setting up the children and themselves for an unhappy life by purchasing non-stop and thinking they were going to live like kings and queens forever!!!

Isee, I must agree with you. 7 cars? 6 boats? 4 houses? All the boats and cars in the world can't replace the most precious commodity in the world, your children, and getting to see them grow up. So we are all as rich as kings compared to Jeffrey right now, because we have our freedom. He had it all and threw it away.

I overheard Jeaninne one day a soccer game saying how she loved her home in Florida because it was all on one floor, she failed to mention the almost 3mil. that hubby was spending on the "compound". I guess in her warped mind we were on a need to know basis but that was part of their mo say things in public to justify other things that were shady.

iseefirsthand, I just want to know what makes you or anyone reading this think that you have any clue what you are talking about? How do you know what they really spent money on? Can you really back up anything you have said or is it just gossip? Thats what it sounds like to me... How could you possibly know what they have done with money?

Hey lisa4real, why do you insist on using the word jealous when referring to my comments? I have more than they have ever had and will ever know. I feel very sure of that indeed. You don't need to lash out at someone who knows the truth and really feels very, very sure of the truth. Jealousy isn't in me honey so i would be careful

Why don't we just all get togethor or make a list of all the things Jeannine told all of us that she did , or she had or where they came from. Because in the end we will all have 25 different versions of each others conversations with her or that we overheard. She definetly had a lying problem, And was just as sick as Jeffrey. BIG TIME! We all want to know the truth and in time it will come out.I am not sure if we should feel sorry for her, she had to know and if she didn't that makes her just plain stupid. She lived with him and she married a man with a past. The kids are the innocent ones in all of this, they only no what they have learned from their parents and that is a lie! They should be left out of all the blogs because their know sentenced to a life of emotional ups and downs thanks to the parents. Jeannine and Jeffrey put their selfshness and greed before their own blood. As for this all being gossip, it is but they deserve what is coming to them and we are all just expressing what we have been told by them ! And they sure made the rounds with stories from town to town!

In Saudi Arabia, Jeffrey would've been minus both hands before he ever worked for Cambium.

Many "white collar" guys are in prison for insider trading or things that are somewhat vaguely defined and somewhat "victimless" and difficult to get caught at. They tried to be smart, but they guessed wrong and got caught.

There was nothing vague or victimless about Jeffrey's alleged crime, and it is very easy to get caught at, especially to the tune of millions. The fact is, there was money wired directly from a Cambium subsidiary to boat vendors for boats which Jeffrey then took possession of. The boats weren't for you or me, they were for him. So either God, Santa Claus, or someone else wired the money. Let's leave out God--he would be mad at Jeffrey for his supposed shenanigans at the church. That leaves Santa Claus or someone else.

You just weren't smart enough to walk away or she just didn't get to use you as a friend, quick enough before they got caught! So you probaly not sure are we telling the truth or is she???? cape5mom, you're trying to understand Jeffrey's alleged crimes as if he were a rational person. But if he is guilty of these crimes, it is clear that he is not a rational person. What rational person buys 7 cars and 6 boats and 4 houses with allegedly stolen money?

Julie, I do not think he was rational, maybe more on the insane side. And I think he thought it was Santa giving him the money and God was forgiving him. Hey he was buying and giving like he was Santa and praying like he was a good church goer! Jeffreys world!

iseefirsthand, I am extremely proud of you for being a honest women and telling Jeannine's lies like they were told to you. And Julie for reporting the truth. It is just sad, that there are people out there who were deceived, by her and still are by beliveing she is innocent. I just refuse to stoop to her level. Because she would talk about anyone that was with in range! And the true fact I wish everyone would realize is that the Windles togethor only cared about their own egos, having money like a river flowing endlessly and their status. They wanted to be comfortable and secure like all of us but they were no where close to that and had to stoop so low to steal from others to make themselves look good. They were very insecure. It's too bad she didn't have the balls to leave him when it all began. She would of made her kids proud to be a mother on her own two feet. She know will have to find a sugar daddy because she is not going to be willing easily to give up her status and lavish lifestyle. Pitty her next husband. And Jeffrey will be sitting for a while rethinking his next swindl

Iseefirsthand, You say you dont have time to gossip well than explain what it is you are doing repeating things you have heard on the soccer field or anywhere else? Just so you know some of the things the articles have said are not true and some of the things you have said are not true so you cant just say read the articles ( just because it is in print does not make it all true ) . And im sorry but I should be carefull about what honey? You dont know me so I would be carefull .....Maybe some of what you all feel is true about Jeannine and im not defending her or him for this crime but nobody knows the whole story not even julie brooks and no one , I dont care what Iseefirsthand thinks , knows what the truth is about this situation. I just think it is sad that you all are getting pleasure out of someone elses bad situation ( not just them but the kids and family) . Worry about your own lifes they will get there due ......

Still nothing in either of the local dailies in Florida about this. I guess people who allegedly embezzle $12 million are a dime a dozen in Florida?

I am somewhat new to this area. Do not know the Windles. Have never had any encounters with them. Admired their Harwichport “Estate” on a drive by basis but knew nothing of them until this story broke. I am utterly fascinated with this story. Had to drive by the more modest of the Windle properties to check out the lawn jockey. I enjoy Julie’s reporting as it is both interesting & factual. Looking forward to the continuation of the story – it touches a nerve!

"....people who allegedly embezzle $12 million are a dime a dozen in Florida?"

In Texas there is a saying “Big Hats No Cattle” in Florida the saying is “All Flash No Cash”. Technically speaking this truly fits the Windles. Plenty of flash none of their OWN cash! Florida does see more than their share of scoundrels so the Windle Swindle may not be as news worthy - yet. Many of the Tyco executives & World Com executives built mega homes & were livin’ large in Florida.

The boats, the cars, the houses, the arrogance, the attitude all on someone else’s dime is really out there. What I find to be “quirky” about the Florida houses…..why re-do the roofs to have the houses match & why reconfigure the landscape to create an odd compound? That’s not the Florida way! It is tear down central. Almost sounds like create an estate on a budget. Ooops! Sorry! Budget and Windle do not really go together. Wondering if the Florida source has any insight as to why the Windle’s did what they did vs. tearing down and rebuilding?

why did jeff windle do anything that he did?? that is the way he did things, when you have unlimited cash flow and more to come, we could all do "fabulous things". my imagination would go crazy but my guilty conscious would prevail all things. some people just keep doing it because he was getting away with it for long enough to get comfortable, i myself would be too scared all the time and not sleep at night.

Well we all see Jeffrey was a little crazy, too say the least. So he probaly had a overactive imagination , that never stopped and he probaly had a very large journal or file somewhere to double check his lies daily. I always noticed he was very anal about his cars and boats. Guilt he had none if he was stealing from the church. I personally would not be able to sit in one of those cars or boats none the less drive and put my kids in it. I would think the karma would kill me first, but not the SWINDLES!! They just kept living and living their dream life.
