Chapter 91 hearing set for Cape Wind
Company seeks to bury two electric cables across tidelands
Another hearing is on tap for Cape Wind, the wind turbine farm proposed for Horseshoe Shoal south of Cape Cod.
Cape Wind Associates has applied for a Chapter 91 permit, which would allow the company to bury two 115-kilovolt cables across tidelands off West Yarmouth. The cables would connect the wind farm to the main power grid that reaches onto the Cape. Chapter 91 is a state law that regulates the use of tidelands.
The state Department of Environmental Protection will conduct the public hearing on the permit application at 6:30 p.m. Wednesday, Nov. 5 at Mattacheese Middle School.
People also can submit testimony in writing by 5 p.m. to Alex Strysky, DEP Waterways Regulation Program, One Winter St., 5th Floor, Boston MA 02108 or by e-mail to Alexander.strysky@state.ma.us.
In August, the state approved a water quality certificate for the cables.

This is a serious "slight of hand" "reclassification" to "water dependent" by DEP in the middle of this project review. The DEP is reclassifying this project to accommodate a private developer at the expense of the public and the environment due protections under Chapter 91.
The DEP is attempting to rewrite Cape Wind project review history:
"Does the Department consider an underwater cable as being water dependent?"
"(DEP) If it qualifies as an infrastructure crossing facility and the Secretary determines that there is not an alternative, then it’s water dependent. But we determined that it’s not water dependent because it is not bank to bank."

Really cares whether CAPE WIND uses a GE, SIEMENS, VESTUS or another [secret] turbine manufacturers unit... It simply don't matter!

Weil McLain, Bosch, Boderus, Baxi Megaflow etc...

As far as your substitute boiler nonsense....there is only one other manyfacturer of 3.6MW turbines in the world, Siemens....and they will not sell them in the U.S. Grow up and smell the transformer oil, pal: an order for 130 wind turbines that requires a special tooling of an entire manufacturing facility when you already have orders for THOUSANDS of standard turbines just does not light happy bulb in companies who do billions of dollars annually in other sizes. You are now revealing your complete ignorance of the technical aspects of this project. According to the retired CEO of Raytheon and Dr. Eli Bruckner (designed much of Raytheon's radar fleet) the EXCAT turbine specs must be known for an adequate radar study. You do want an accurate radar study, don't you?

Please tell me how the USCG can perform the required radar study when they have no idea what turbine will be used.

Mark states Cape Wind is looking at Vestas and Seimens.
Siemens states they're booked out to 2011 with their 3.6; and they only intend to supply onshore wind turbines to the US.
Vestas CEO states on Cape Wind to the Globe:
"And, therefore, I am really wondering why anybody wants to put them up offshore because it’s twice the price. So just as an outsider, I am just scratching my head saying, “Why?”
Rodney's pointing his finger at USACE
claiming that the GE 3.6 was represented "before 2005", (CCTime's).
But, GE 3.6 MW representation is under Rodney's watch in the MMS draft EIS.
Rodney Cluck must know Earl Devaney who called DOI, in his OIG investigation of MMS, "a culture of ethical failure".

In a nutshell to me the way to go is with windpower- it's obviously the way to go. However, I am extremely wary of the corporate shit that is sure to abound and screw us- as always. That is the main source for my hesitation. And the arguments that have been persisting from both sides are such that someone like me (yes: I do matter) cannot look at this without thinking that Somebody somewhere in this mess is trying to screw us....but which ones and on which side?

Reducing the amount of fossil fuels we burn matters...
Cleaning up the environment we have detrimentally affected matters...
Our Oceans, Sounds, Bays, rivers, streams, lakes, ponds are being poisoned...
The water we drink, the fish & food we eat contain more & more of the deadly toxins such as MERCURY we are ingesting because of fossil fueled power plants...
OIL, COAL, GAS, etc recieve government subsidy, tax breaks etc even before they produce any electricity...
Wind generated power recieves tax breaks & incentives only AFTER they produce the power.
The government has provided incentives for renewable energy...
Because it is vitally important to help reduce these pollutants & the amount of gases that contribute to GLOBAL WARMNING...
CAPE WIND has answered the call & is only PART of the solution...
It is only a PART of the solution...
We need to do OUR part by supporting the project.

As for your radar expertise, the two men who attended the radar conference who were the leading figures in radar at Raytheon...you have heard of Raytheon?...both said that an exact equipment specification and array is necessary for an accurate radar study. But, of course, you know more than they do. Right?

Of course there is a problem with this....wind farms are not dependent on water but on wind AND....no one will sell Cape Wind the turbines they have specified. Two companies only have manufactured the 3.6MW turbine Cape Wind specified to Minerals Management Service (section 2.1.1)---GE and Siemens. GE discontinued their model 3.6s in 2006....2006! And Siemens will not sell theirs in the U.S.
Oh GEE! It looks like Jim Gordon has misinformed us, again. When will the bull stop? Then there is the radar issue...two retired pros from Raytheon telling Cape Wind's English radar "expert" that he is full of...well... clutter.
Does anyone out there recognize this name....Earl E. Devaney? If you do not, ask J. Steven Griles or Julie McDonald.
I think Griles is out of jail now and McDonald is back on the farm in California. They know Devaney (or he knows them) very well. Could Gordon be next?
