2. Maybe just semantics, but to clarify, there is no such thing as a "21e test." MGL c.21E regulates the cleanup of hazardous waste sites in MA... what conditions must be reported to the DEP, how things are handled thereafter.
It is good sense to have an environmental site assessment done on a property, and lenders often require one for commercial property tranpers. Precisely what soil and/or groundwater testing is done as part of that assessment will depend on the property's history. You would test for different contaminants if it used to be a metal plating facility than if it was an apple orchard. Current & former uses of adjacent properties are also researched.

For example, if an interior decorator "sited" a source in her post instead of "citing" it, I wouldn't judge the error too harshly. However if an Assistant Professor of English were to make that mistake, I'd cringe.

3. At the risk of coming across a little "gee whiz" myself, _is_ traffic on the Cape really that big a problem? Bill says, "So the problem statement has the three parts" [what?? anyway,]
"Do we agree that there is enough of a problem of traffic congestion to do something about it"? I'm going with no, but my mind's open on the issue. DO people really think "something" should be done?

I gotta say though, if a busload of kids arrives at the playground, I am GONE. A whole busload of kids of *any* color just stresses me out, and mine are little, so they can't handle the jostling yet.
But if I tell my kids "5 more minutes" -- which as a parent you know works better than "time to go NOW!" -- then it might look as if I were leaving because of what the kids looked like, and that just wouldn't be true.
Anyway. If I see you around I'll say hi. I'll be the mommy that's outside the crowd.

But the study... hm. I'm of two minds on that. On the one hand, yah, here comes the sediment, and you don't need to spend any money to see that. On the other, Chatham's got some tough questions on the horizon about the location of the fish pier, etc., and maybe some basic research might've shed some light on how to best address that, or what the time frame might be. Seems like 150K isn't all that much to throw in that direction. Of course one conclusion of these types of studies is always "further study is needed..." so probably that sentiment was a factor.
