There are addicts and there are criminals who happen to be addicts putting all the fruit in the same basket isn't the right idea.Forcing people into detox makes them crave opiates more after the drug has left the body .Addiction is a disease not a criminal offense .Do we close liquor stores and register drunks with the police?Is your addicted child to be branded a criminal for the rest of their lives? It is insane to even consider a national register for addicts .Either the state police were daydreaming of bigger salaries while earning their degrees or they wore their hats to tight when they were little kids.Having police solve society's ills should be rejected at all cost least we all end up in prison and when that happens the police can turn on themselves who suffer those same ills just like every one else.The so called commission seems to run on pink cloud thinking and have let their jobs go to their heads.Treatment is the way to go.There should be more Vicky Wards in the world not more jail cells.

Have the Barnstable Police shown documented proof as to how these draconian measures have succeeded at all any where any time to the board not that it would matter, when it is decision making time for a board whose mind is already made up .What is the percent of total sales by the junk dealer that is actual stolen property that has been recovered by these harsh measures and lets see the actual proof.I would hazard a guess and say it is very small and these regulations are not warranted or necessary and a burden on the small business people who are the heart of America let alone the law abiding hard working citizens of Barnstable who are now painted with the same brush and their private transactions interfered with and reviewed at the whim of the Barnstable police who falsely assume all such transactions are criminal in nature because they say so.What about the privacy of town folk who do not want the police sticking their nose in matters that do not concern them who are not criminals or purveyors of stolen property.Do banks disregard our privacy too and acquiesce to police demands?

The timing of these proposed regulations could not come at a worse time in light of the worsening economic climate ,job loss ,lower property,values etc..Tax dollars are better spent in the prevention of crime such as beefed up neighborhood patrols ,more officers on the street,making sure criminals do actually end up in jail and not back out on the street rather than forcing small business men to do police work when their efforts have come up short.These proposed regulations paint all transactions with too broad a brush assuming every item bought or sold is stolen property which is not the case in reality.A policeman on the street is tax dollars and valuable police resources wisely spent rather than police shuffling a mountain of unnecessary paperwork in a basement office only to find granny has sold her broken gold chain to pay the heating bill.The existing regulations are working and the proposed rules will only waste police resources ,burden local business men ,treat hard working people in trying times who need extra cash like criminals and make stolen items even harder to recover
